Strategic Plan: 07-01-05 through 06-30-09

The 2005-2009 Strategic Plan will continue progress toward the established mission and goals of the TPSNVA partnership. Target goals will be monitored by TPSNVA staff quarterly or annually as appropriate.

MISSION

Teaching with Primary Sources Northern Virginia Partnership (TPSNVA) will encourage the pursuit of life long learning through developing patrons of the Library of Congress. TPSNVA will promote student learning by providing professional development, resources, and services to assist educators in effectively using the digital primary resources from the Library of Congress within the established school district/state curriculum. Analysis of primary resources will deepen student understanding of the curriculum through developing students' memory, reason, and imagination to foster empathy for the past, perspectives on the present, and the ability to impact the future.

TPSNVA PROGRAM GOALS

Goal 1. Implement Learning Experiences within the established curriculum that use Library resources to challenge and build student understanding of the subject/discipline.

Objective 1A. Challenge and support students with a broad range of experiences, talents, and skills to achieve state standards and curricular goals.

Indicators:

  • Teacher-created products will relate to school district/state standards.
    Target: 100% annually
  • Teacher-created products will be differentiated based on content, learning process, learning profiles, and/or student developed products.
    Target: Learning Experiences 20%, Lesson Plans 60%, and Special Projects 60%. Percentages will increase each year toward a goal of 75%.
  • Teacher-created products will be implemented with students.
    Target: 80% annually.
  • Intended student learning outcomes when participating in Learning Experiences created through the TPSNVA program will be measured.
    Target: Published Teacher Action Research by 2007, 10% increased in published Teacher Action Research annually, Outside consultant research conducted and reported annually.

Objective 1B. Require students to demonstrate their understanding of the curriculum through tasks that exhibit student empathy, explanation, self-knowledge, multiple perspectives, application of knowledge, and interpretation with/of the subject matter.

Indicators:

  • Teacher-created products developed through Central Instructional Department programs, Special Projects, and Design and Teach Institutes will have an assessment tools that provide feedback to both learners and the teacher.
    Target: 65% increased annually toward 90% goal.
  • Teacher-created products will require students to interpret primary sources.
    Target: Learning Experiences 75%, Lesson Plans 100%, and Special Projects 100% annually.
  • Teacher-created products will require students to articulate conclusions that reveal understanding in addition to knowledge.
    Target: Learning Experiences 35%, Lesson Plans 70%, and Special Projects 70% increased annually toward a 100% goal.
  • Student products from TPSNVA Learning Experiences will demonstrate the use of knowledge and skills within a context related to the unit and discipline.
    Target: Collect and analyze annually. Initial Target: Learning Experiences 5%, Lesson Plans 5%, and Special Projects 25% increased annually toward a 75% goal.

Objective 1C. Foster relationships in students among their experiences, local history, and the national collections of the Library.

Indicator:

  • Teacher-created products will use resources from the Library with local connections.
    Target: Ten implemented Learning Experiences or special projects with local connections for elementary, middle, and high school per year.

Objective 1D. Promote information literacy and technology skills by enabling students to search for relevant information and develop critical thinking skills.

Indicator:

  • Teacher-created products will require students to use specific strategies to find relevant information with regard to a research purpose.
    Target: 20 implemented Learning Experiences with specific information literacy objectives for each level, elementary, middle, and high school increasing by 30% more each year.

Objective 1E. Encourage students to use specific before, during, and after reading strategies to interpret historical sources.

Indicator:

  • Teacher-created products will require students to use specific reading strategies.
    Target: 20 implemented Learning Experiences with specific literacy objectives for each level, elementary, middle, and high school increasing by 60% more each year.
  • Student products from TPSNVA Learning Experiences will demonstrate the use of specific reading strategies to comprehend historical sources.
    Target: Collect and analyze annually. Initial Target: Learning Experiences 5%, Lesson Plans 5%, and Special Projects 25% increased annually toward a 75% goal.

Goal 2.  Apply professional development initiatives addressing both instructional methods and subject knowledge needs of educators in the Pre-K-12 setting relating to the instructional use of digital historical sources.

Objective 2A. Further the current school district professional development initiatives including Teaching for Understanding, Differentiated Instruction, Technology Integration, and Literacy Instruction through educator participation in TPSNVA programs.

Indicators:

  • The syllabi for the TPSNVA programs will clearly demonstrate specific Best Instructional Practices. Target: 80% annually
  • TPSNVA model activities will demonstrate an integration and use of the professional development initiatives and will address the school district/state curriculum.
    Target: 100%
  • TPSNVA staff will participate in professional development addressing the targeted instructional initiatives and model the integrated use of the instructional initiatives in TPSNVA programs. Target: 90%
  • TPSNVA program participants will demonstrate understanding of Best Instructional Practices used with digital historical sources through Learning Experience design, survey responses, and analysis and reflections on Learning Experience implementation .
    Target: Learning Experiences 35%, Lesson Plans 70%, and Special Projects 70% increased annually toward a 100% goal.

Objective 2B. Deepen educator subject knowledge through use of Library resources.

Indicators:

  • The content of Library of Congress tour agendas will align with school district/state curriculum.
    Target: 100%
  • TPSNVA programs emphasize a specific content more than instructional methods.
    Target: Two courses/programs, doubling annually.
  • TPSNVA programs facilitate depth of study and thinking from multiple perspectives in specific units or subject areas within a discipline and require teacher-created products to reflect depth of content knowledge.
    Target: Learning Experiences 35%, Lesson Plans 70%, and Special Projects 70% increased annually toward a 100% goal for Step Two programs.

Goal 3.  Collaborate locally.

Objective 3A. Facilitate the sharing of curriculum, professional development models, and other resources with educators from different local school systems to further the use of the Library resources and Best Instructional Practices as well as to strengthen the professional community for educators in Northern Virginia.

Indicators:

  • Educator participation in collaborative programs and projects.
    Target: Two collaborative projects and six collaborative Library of Congress tour programs per year. Collaborative programs should increase annually.
  • Teachers will use an online database to share Learning Experiences and a Web site to share products developed for student use across school districts (including all schools in Fairfax County). Target: Develop and implement. Unique users visiting Web site, number of submitted field-tests, and number of submitted Learning Experiences should be monitored monthly and should increase by 10% each year.

Goal 4.  Communicate nationally with Library of Congress Teaching with Primary Sources (TPS) partners.

Objective 4A. Communicate with TPS partners throughout the United States to increase connections among the educational community and to broaden educators perspectives of interpreting and using the Library of Congress collections.

Indicators:

  • TPSNVA staff will share materials at the annual partner meetings.
    Target: One meeting per year
  • TPSNVA participants and staff will collaborate with other TPS partners on specific joint projects. Target: Two collaborative projects per year.


Goal 5. Build communities of Library of Congress patrons.

Objective 5A. Extend the educational community to include students, educators, families, and community members by providing programs for families to learn how to use Library of Congress resources and sustaining perpetual use of Library resources through sharing accomplishments with other educators, the local community, and beyond.

Indicators:

  • TPSNVA staff will publish a quarterly newsletter and articles in education journals.
    Target: Four newsletters and four additional publications per year
  • TPSNVA will use technology as a vehicle for sharing instructional materials.
    Target:
    Sharing instructional materials through an online database and classroom practices/accomplishments through a cable TV program.
    Target: begin to develop and implement 2005
  • TPSNVA Ambassadors will present their lessons and student products at local and national conferences.
    Target:
    Two presentations per year
  • TPSNVA Ambassadors will facilitate TPSNVA school-based and subject specific programs.
    Target: Prepare Ambassadors preparation program in 2006, pilot implementation 2007. Increase Ambassadors capacity to two for each school in a school system.


Goal 6. Provide online field-tested learning activities for students and professional development for use by TPSNVA participants and other educators.

Objective 6A. Offer online professional development and materials that model the use of four Best Instructional Practices with primary source-based Learning Experiences.

Indicators:

  • Develop and implement online professional development.
    Target: Develop and implement by 2008.
  • Measure success of online professional development in terms of number of publishable teacher created products and field-tests.
    Target: begin to develop and implement 2008

Objective 6B. Make primary-source-based learning activities available for student use.
